You have one piece of the truth:
there are people who, seeing a problem with their children, will leave the kids alone all night to attend a meeting at which they can express their fervent opinions, and maybe have a rule passed that declares what children should and should not do.
Then they will return feeling they have accomplished something for the children. Who have found ways to amuse themselves.

But there's another truth:
children will find ways to do what they decide they want to do. A child with unlimited control over a television can be very popular.
Parents are not in the business of finding effective restrictions. Or if they are, they'll fail, sooner or later.
Parents are in the business of helping a child make good judgements. A child who decides seeing porn is not a good idea will probably be able to avoid seeing porn.

Personal responsibility. One is never too young to start accepting and using it.
