Any application...
... using the browsing capabilities in Windows is "coded using IE." Doesn't have to bring up the browser itself, just anything Windows offers that involves capabilities required by the browser, starting with connecting to the internet.

And on lock-in, that's the pejorative way of saying that Microsoft gives vendors and users something no alternative provides. So long as life is better with Microsoft, why change?
