This is really pretty silly. Every computer in the world caches web content to reduce bandwidth and speed loading of pages that are frequently viewed. Not only that but most corporate networks have local cachine on their proxy servers and firewalls to reduce bandwidth usage for frequently accessed content.

Not only is this a law written by people who don't have a clue what they are talking about it is also written by people whose main interest is launching 100 lawsuits in a day and collect enormouse amounts of settlement funds from individuals and corporations. Of course, attornies stand to gain here as well.

In order to prevent content from being copied in this way you might as well shut down the entire internet altogether. There is no point in having the internet or computers of any type if copyright laws are going to be implemented in this way. So lets all throw out our computers and go back to WWII levels of information exchange and storage. How about that?
