You may just pulling a Mike Cox, but I've seen someone throw things in fits of rage because of popups (though these were virus/adware induced, not from a web page). Someone could have easily gotten hurt, and it would not surprise me one bit if someone out there accidently injured someone else in a fit of rage due to uncontrollable popups, especially if it was keeping them from getting something important done.

Anything that needlessly keeps you from getting work done, especially if your job depends on it, qualifies at least as an annoyance.
