Again, as I said - if it was as easy as you posit THEN DO IT. You don't need ICANN or control of Verisign - just grab a bunch of unique IP addresses and have fun - course there would be no reason for the two domains to trust each other, but you would be in charge of yours, and would be very happy indeed.
