Chicken and egg
Admittedly, most spammers are hired guns working for less than reputable businesses, but I don't think you can absolve them from blame. After all, if there weren't any spammers, these folks would have to go elsewhere for advertising (like bathroom grafitti or leafletting).

IMHO, the blame is shared.
