I was talking about all ISPs
The last thing companies want is bad PR. It really does affect future sales. It puts credibility doubt in the eyes of the market. Notice how all VIGOROUSLY defend themselves over some negative PR. They would receive a negative award for the month for bad behavior. This would be legal from slandor and the tomatoes would be extra ripe.

Oh, now that all of the spoofing is curbed and the rest of the e-mail is traceable, criminal activity will be traced. All criminals rely on anonymous platforms to avoid detection.

Then all spam must be opt-in. Violating this should be $250 per e-mail incident or 10% of the treasury whichever comes first. The bad boy domains can go to a blacklist. You do not want to shutdown all e-mails on a large domain like RR or Comcast. Most of their clients behave. Make the ISP to go after their badly behaved clients with a hall of shame over their heads.

This is why the govt wants to keep logs up to a year. To trace bad behavior. This is going to be mandatory. It is already in the EU.

For clients that want bulk e-mail, that would be a service your ISPs can provide. Remember you opted in and they will show the ISP.

Of course all of this will not happen if everyone says what do you want me to do about it? And they all pass the buck and do not want the govt to get involved.
