Gee Wally, I think it is a good idea. It sure is Beav, nomatter what Eddie Haskell says.

Eliminate all anonymous smtp e-mail or you go to 127.0.0.1. Then all outbound e-mail is traceable. Then that mail can have a governor put on it to restrict how much can go out per hour per client. The provider can set up his outbound computers to catch the bulkers on the network. Then you will have to setup something on pop3. Not every corporate entity will follow the rules. The ISPs will all compete for good corporate behavior. Getting on the list is not good PR.
