They just fill a need. Want to blame someone or something then blame the company or corporation paying to advertise using SPAM. I hold them directly responsible.
I'm still not sure why law makers haven't clued in yet but the best way to fight SPAM is to hit SPAM at it's source of income. Nail those who pay to advertise with SPAM. If company X is selling viagra and using SPAM to market it then nail company X. When Company X feels the pinch Company X, Y, and Z will think twice about hiring a SPAMMER.
