It's almost funny to listen to Microsoft's arguments for ID'ing.
Historically, they've been directly or indirectly responsible for most of the junk mail on the internet either thru hijacking holes in their OS, hijacking holes in their mail server software, hijacking holes in Outlook and Outlook Express ... not to mention all the junkmail that came from Hotmail.
If they still keep chasing THOSE holes ... what makes you think that they will be able to employ a secure mailer ID system? It's just another PITA thing that you have to implement and another thing hackers to exploit ... and I'm sure it won't take long!
