You have to force it like MS and others
Perhaps only offer an open source program that only does 80% of what it will do on an open source OS. You know an advertisment program. "If you want to have the full features, switch over to BSD or linux" in a splash screen. Have everyone on board to honor this and don't port the full app to Win32.
