Microsoft does not fully support CSS. That creates hasles for developers.
It really makes it impossible to fully use CSS since it would be too much work to make a crippled IE version of a web site and a version that makes full use of CSS. So, they typically stick with a crippled IE version that is a lot more work than if they could use full CSS. But, given the increased percentages of Firefox users, and how easy it is to download, it would be interesting to see Firefox / Opera only websites.
