Good point, so I'll ask:
what percentage of patents have to be issued in error to justify this regular a review process?
How far does this percentage differ from the level of error which would justify eliminating the patent office as worthless?

This scheme seems to be based on the assumption that any patent is issued by mistake until proven otherwise. In particular that prior art investigations are ineffectual, so the whole question of precedence should be dropped.
