Have you thought of Installing Firefox, uninstalling IE, installing the IEView extension to Firefox?

When a page isn't viewed properly you'll know and you can inform the user just to "right click and locate" "View page using IE" in the popup...

Easy maneuver really.

Since you can't uninstall IE, you may as well use it for IE's non-standard ActiveX controls.
