MS can't fix what they've got without throwing the baby out with the bath water. Remember the spate of complaints of how things broke when a "fix" was released? They cannot add another pipe or subtract another pipe in the plumbing without screwing stuff up.

Now look at the time you spend insuring that your third party software is up to date to protect your Windows. MS sees two things here. Third party or additional software is their "immediate" answer to protecting the OS. (Side note here) MS has monopoly problems every time they bolt something new to the OS. (Back to 2nd point) They know that if they get into the antispam business and other security tools there is a market for addon third party software(tranlate that too MORE PROFIT).

Microsoft's problem is that they have to make these tools stronger than what is currently available or their entry into the security market will be a total bust.
