I don't think thats true. Read through their comment and it seems to have a subtext, they refer to a Google patent on pay per view.

These are University press companies. Their business model is quite iffy.
Consider a book like:
"The Scientist and Engineer's Guide to Digital Signal Processing"

1. The mathematics is Fourier and Laplace transforms. Pierre Simon Laplace died 1827, Jean Baptiste Joseph Fourier died 1830 (Dates from Wikipedia).

2. The author Steven Smith writes it up into an easy to read work.

3. A publisher prints the book and distributes it.

It's the publisher that contributes least and makes most money.

If Google makes them searchable and later makes the full works accessible for online purchase to read, who needs them? The authors will publish direct to Google for a bigger cut of the money.

Worse still, they control the market now, out of print books can't be sold, public domain works don't get distributed, smaller competitors don't get wide distribution. But all books would be searchable by this model, not just theirs.
