Naturally judgements of this magnitude are not going to stop spammers. They know they'll never have to pay because of the exhorbatant award. Shoot, I'll never see 16.5 million (unless I win the lottery). What's needed is a meaningful punishment. According to this story, he stole credit card numbers. That's theft. Plain and simple and, if proven in a court of law, then he should be sentenced to jail on felony charges.
