I'll go with the former.
Now that FireFox has been tried by those most likely to be interested, it'll have to prove itself with those not so dissatisfied or bored with IE.

From the article:
The slackening of Firefox's growth could mean that the browser has converted a substantial proportion of its natural constituency, thought to be early adopters and the technically savvy. It could also show that the browser's widely publicized security flaws have begun to undermine the foundation's argument that people should switch from IE to be safer.

The need to be safer than IE is beginning to disappear as a motive.
Microsoft has given the world a reason to upgrade with SP 2 and the coming revision of IE, which will apparently also be limited to XP. If they were worried about FireFox gaining share, they'd be producing more for the Windows versions before XP to protect that part of the user base.
FireFox is starting to be challenged, while it wasn't before its growth. But that's neither prominent nor decisive. Microsoft still controls Microsoft's fate.
