You do have to be a user...
If you're not a user, then your information won't be cached by
Google, so someone using their accelerator can't accidentally be
you.

The problem was that one person would log in to a web site, and
Google would cache that. Then another person would go to that
web site, and Google would use the first person's cache. (Since one
of the ways the accelerator works is by caching individual web
pages on Google's server specifically for Accelerator users.)
