It's workings are known and manageable.
The major problems with adware and spyware are their poisonous behavior, lack of transparency, and non existant user control.

If Google's tool is reliable in behavior, has low computing resource costs, is understandable and disclosed to users, and is manageable by users, it does not share those problems - which means that it is not adware or spyware, despite the fact that it moves information about our page viewing behavior to Google.

What happens to the information?

This feature does not serve ads, it speeds the serving of pages I've asked for. I retain control over whether I deliver information to Google through this tool, and can change that. That's a lot different than the spyware/adware model.

The information might let Google place advertisements based on our page viewing habits, - putting Google control of key information about our habits and letting them charge advertisers wanting access to our eyeballs more money for the privilege - without sharing any information with the advertisers.

Because Google's advantage is that it has information no one else has, the information leaving Google would not include machine/user data useful in targeted advertising.

The aggregate data accumulated could be very helpful in designing page delivery and caching systems. They could sell that to existing caching services, or use it to develop competing services.

Aggregate data for web site traffic may help Google sell info giving sites leverage in setting their advertising placement rates, too.
