Who cares? Little value here.
It is applicable only to broadband, and doesn't help the download rate for large files outside your browser's operation. Well, I'm on 3mbs DSL and I rarely encounter pages that take more than a couple of seconds to load. When they do, it is clearly a server issue, and those issues arise on ill-equipped server sites that I use so infrquently that caching (1) is of dubious value per se, and (2) wouldn't help since most are updated far more often than I visit them.

It's a solution for a non-problem.

In summary: Who cares?
