Progress in Adam Smith's sense comes about because people pursue their own advantage by making life better, faster, cheaper for others. The profit motive is harnessed for social goods. Patent laws are not encouragement to philosophers or those who make grand scientific discoveries, they're to put money in the pockets of inventors.

So far as I know, Thomas Jefferson was the last person in the patent office to spend a great deal of time worrying whether an invention was important enough to humanity. If it makes a lot of money, something important happened.
