Ironic that a nation that crushes individual liberties...
...can't stop its own people from stealing and distributing copyrighted works. I'd say it's more likely that the Chinese government doesn't care, and at least passively supports it, since it harms their greatest global rival (the US).

The Taiwan government has the same problems, but they're a free country (as far as I know). Given the choice between civil liberty for the people of Red China and a crackdown on copyright infringement, I would choose freedom for the Chinese people without hesitation.
