Its a matter of logistics
The problem lies with the organization and transportation of said items. When hurricanes hit the carribean last year, the Red Cross asked for CASH to buy blankets, tents, food, etc. Why not ask for the blankets, food, etc. in the first place? Because it takes longer, and costs about the same amount to collect items and arrainge to transport them.

The same thing applies to food. People are STARVING in Africa, and we pay farmers to NOT grow food. What's the deal here? When we try to ship free food to Africa, it ends up sitting on docks and warehouses for lack of trucks and drivers. So people starve and food rots.

Maybe, just MAYBE, we could use our foreign aid money to BUY trucks from floundering US manus, and send them to these countries along with food. But THAT would take planning and EFFORT - whereas transferring millions of dollars to some corrupt government takes only seconds . . .
