Cooling is a misnomer.
According to the Theory of Conservation of Energy, you can't get rid of heat by cooling things - the energy required to cool at best matches the heat removed.
What's necessary, is a method to convert the heat energy into electricity which can in turn be used to cool the device AND reduce power consumption.
Unless, you just make them run cool to begin with, which we can't do - yet.
So, no more "heatsink ideas" please!
Energy conversion or simply reduced heat is the answer.
