Mesh networks by thier very design are much slower than a
backhaul fed AP/SM network.

What you are proposing is a nightmare for the RF Engineers,
network (IP) engineers, and hardware engineering.

My company just designed a 900+ end user RF network (AES
encryption) with 5Mb/s to the user, VOIP, full roaming, VPNs for
each and remote monitoring of the entire network.

Cost? $330,000+ / month. That is for a private network with a
coverage area of over 2500 Sq. Miles.

Who is going to foot the bill for what you are proposing?

Remember, WiMax is only 50Mb/s on very close links, at 30KM
the speeds are around 5-10Mb/s (maybe slower).
