Yes, I know that jobs are being outsourced, but I also see something else happening. [And this is speaking only from what I have seen...]
Most of the people I know that have been the victims of corporate downsizing are those with lower qualifications that were commanding large salaries. An example is an MCSE that was making $65k, with about 5 years experience. While I admit that 5 years isn't a bad amount of time for experience, this is still just for a MS Certification. Useful, yes. But not entirely in and of itself. (That's a whole other topic.)
Whom I *don't* see getting let go a lot are people with their BS or MS in the field. There are some, yes. But not in comparison to the "learned-it-all-on-my-own" and Certification-only personnel.
In the "Golden Years" of IT, just being an A+, MCP, or CNA could command a nice salary that most other fields (medicine, law, etc) would require a degree for. 'Coding' HTML was a ticket to high pay. Now is simply the time of the end of that era. The IT industry filled up, and it filled up quickly with a number of people that did not have a higher, formal education in that field.
