Um not exactly...
Windows doesn't keep time. Time is kept internally by the BIOS and CMOS chips. I have an old Cyrix based desktop system that required a BIOS update to fix losing time when the processor went into sleep mode or I could just disable the sleep mode altogether and problem was solved. Having your PC synch with an atmoic clock somewhere is a nice gimmick but I imagine there are numerous processors that due to overclocking or minor frequency inconsistancies, will lose or gain time anyway so whats the big deal?

I used to work for a place where the network time was 5 to 8 minutes faster than all of the clocks on the wall. Plus all of the wall clocks differed by another 3 minutes. Therefore, my coworkers and I were never late if we used wall time to determine our arrival time and PC time to determine when to leave for lunch and for the day.
