Sounds almost like the story about why IBM put DOS on it's branded PCs rather than it's first choice CP/M.

Seems that before they would talk to the developer of CP/M, they wanted him to sign a non-discosure agreement that would prevent him from even telling other people he was talking to them. (See http://en2.wikipedia.org/wiki/QDOS)

Makes you wonder what the world would be like today if they had not gone to a CP/M subcontractor - a small software company called MicroSoft.
