That's what the contract is for
You got your phone for free, great - so did I. But the reason they gave you the phone at great discount is so that you sign a 1 or 2 year contract. Over the course of 1-2 years they've most definetely recovered the discount, and then some. Once the contract is over, there is no valid justification (other than greed of course) for the cell phone companies to keep your cell phone locked.

I have a GSM phone from T-Mobile. It should work perfectly well with AT&T Next Gen services (also GSM) - in fact AT&T sells the exact same phone (same model number and everything). But guess what? When I have fullfilled the terms of my agreement with T-Mobile I will not be able to carry my cell phone to AT&T because T-Mobile locked the phone (to T-Mobile's credit, AT&T does the same, I checked). THAT is what should be illegal.
