In a world without software piracy...
... maybe this would be true:

Forrester also said that the high rate of growth in developing countries will be good news for Linux, because these areas have no legacy of using Windows--so local PC makers will use the open-source operating system to keep prices down.

As it is, pirated copies of Windows may be the cheapest software around. And which consultant was it that pointed out that once a pc is bought with Linux, it's easy to put on a pirate copy of Windows and obliterate the Linux?

Leaving aside all else, if a government mandates Linux, the install of a pirate copy of Windows would be a gesture in favor of freedom. If Linux is going to be on a pc, let it be because the owner wants it there.
