Yes it is badly worded
They should neaten up their wording but I hope they were just referring to the electrons not being useable in the chip any longer. Although I don't see how sending electrons round the chip more than once would help as you still would have to have the potential difference to move them around in it and this would become a lot more complicated with circling electrons.
