Electrons are never destroyed - it's against the laws of physics!
It's a basic law of physics: Matter cannot be destroyed. It could possibly be transformed into energy, but I highly doubt that happens inside a microchip.

Transforming matter into energy usually takes place in nuclear reactions and in matter/antimatter reactions - both of which I seriously doubt happens inside a microchip.

My guess is that they're thinking about simply sending the electrons back to the microchip instead of to a grounding wire. That's the only way to "recycle" electrons.

Gargini (and Michael Kanellos) really ought to re-take high school physics. This is basic, basic stuff.

It's called the "power company." They happen to be in the business of supplying large quantities of energy.
