Because it is cheap. 3D solutions may be nice in sci-fi, but reality operates somewhat differently. Nothing of the 3D kind would be cheap. Try to imagine making the connections to a 3D device. It is already a nightmare connecting to a flat P4 with 604 pins. Getting power to the part, and heat out, is very difficult already. 3D is far worse.

The Itanium CPUs have something like 1600 process steps. I can't even begin to imagine what a 3D processor would require. But the cost would be enormous. Not economically viable today by any known technology.
