Neither OS has delivered as promised.
Windows has been sold as an OS the average PC user could administer themselves. I would say this is largely true, so long as you don't install very much software and priot to the age of the internet. Hence the armys of zombie PCs out there wreaking havoc on the internet. The "average user" is unable to properly administer them in a way which makes them sufficiently secure to connect to the web.

I would agree that the onslaught of Linux on the desktop has been overestimated. However, I have to say after always considering myself a windows person I decided to try Suse Linux about a month ago. I'm still not 100% on admin tasks, and I can see where it really isn't ready for the average user to perform this role yet. However, as for using the system it is just as easy as Windows. All I had to do for my wife is show her "click here instead of here" and in about 5 minutes she was up and running. I have it set up as a dual boot, but she now prefers Linux so we don't really use the win partition any more.

For the enterprise where admin functions are handled by a separate group than the user, Linux is clearly ready today aside from software migration issues.

Personally, I stopped running windows because after a year and a half of learning everything I could about Win security; I had to face the fact that I'm not technical enough to manage a windows box that is connected to the web. Luckily, all of the work I did in an attempt to secure windows prepared me well for adopting Linux, and from what I can see the distros are getting easier every release.
