Web servers are a small part
Of overall server installation. Linux as a web server does a great job becuase there is usally only one or two apps runing on it so the cost of mainating it is low and the problems of interference between apps is low (upgrades and patches)

However the cost of Windows is small for many places whose needs are the standard file sharing/permission issues, Application server, inexpensive database/information shariing, overall office connectivity issues.

Linux is a great price, but add 6000 dollars worth of Oracle to it and it now cost more then Windows/SQL. I use these as it may cost more in time and effort to learn MYSQL then it would to find someone with knowledge of Oracle/SQL.

I know of a few small companies (20-300 people) who have used Window servers without any problems associated with being exposed to the web as most are not. They chug along doing exactly what they were purchased for. And the ease of use for these places is what many small business are looking for.

IBM, Dell, HP still sell most of there standard servers with Windows, not Linux. But then it's the higher end srvers that are being sold with Linux. and these are the ones that had run Unix in the past.

Microsoft's share of the market will continue to grow as will Linux's. It will be the Sun and Unix systems that will slowly lose more of the market.

Not everyplace in the world can afford an entire IT staff.
