OTP can't be decoded if quality random number, PRBS use ASICs
AFAIK for decoding Pseudo random binary sequences (near-random numbers), ASICs are used for speed, in highly customised NSA computers.
OTP if a real random number gen is used is uncrackable. Therefore 99% of KGB OTP messages that USA intercepted have not been decoded (only the ones where the key was used multiple times, by definition no longer OTP).
ASICs decoding OTP based on a lightweight random number generator might work if the crappy random number gen was used with dictionary index, and cipher, and the crappy random number generator known to the NSA.

In short, decoding messages only works for light encryption, badly implemented OTP.
The terrorists won't use these. (you don't even need a computer for OTP).

And the architecture of the decryption computer used is mainly a data pumping computer, feeding data to and from ASICs which run decryption algorithms, i imagine.

So I think this article is probably FUD against linux clusters.
Although there is probably truth in the tenet that it's a good thing to retain talent for making non-cluster supercomputers, just the scare tactic is wrong.
