- This would be money well spent!
- Spending tax money on something like this is really no different than spending tax money on NASA or on military research. It all has to do with national security (which is why we live in peace while most of the rest of the world doesn't). And most of the resulting discoveries quickly find new non-military roles and only serve to advance the economy and commerce in the long run. So sounds like a good project to me.
