Read between the lines
This article says not one word about the security of the clusters. It says security of the COUNTRY. As in: we have certain types of problems (decrypting the bad guys messages for one) that don't lend themselves to solution by cluster.

If this effort does lead to some new hardware super-computer designs, want to bet on what kind of OS it will run?
