Proactive boycott
The best thing that Americans can do is boycott outsourcing by refusing to deal with phone calls that are routed to India. Simply hang up and call the home office, then demand that your call be transferred to an American based center where you can clearly understand the person you're talking to. If companies get enough of these calls, they'll eventually get the idea. This goes for IT support, credit card inquiries, or any customer service call you make that is being routed out of the country. Your most effective tool is mass complaints. It worked in the case of Dell and it can work for all other companies if we all follow Dell's customers' footsteps.
