The ozone problem is with CloroFloroCarbons. An ultra-stable
molecule.
Hydrogen leaking from tanks isn't going to cause that kind of
problem.
Monoatomic hydrogen is extremely reactive and will bind itself
to the water in the air if nothing else.
H2 is a lot more stable and will just drift upward. I've never
read anything about it harming Ozone.
Anyway, current gasoline vapors is much more likely to be a
