Yes, I get it...
Precisely the way it will be. As world oil supplies dwindle, the amount of fuel available to deliver bombs by aircraft will dwindle, so we need smaller payloads. That little 250lb. bomb will have the explosive power of a 1000lb. bomb and likewise, the same blast radius. A 2500lb. bomb will start having small tactical nuclear weapons explosive force.

So, the wedding ceremony across the street and the rest of the block will go in one nice bang as usual because hitting the ammo dump will mean that some of the weaponry in that dump is "merchant of death material" that somehow was produced and bought from nations with this technology.

Also, amazingly, just like now, when people can get their hands on plastic explosives more readily than they can get food, this high tech will become available to them. Which means that they can equip suicide bombers with the same amount of material for a bigger bang, or reduce its thickness for stealth mode to allow for less bulky vest bombs or carry-on luggage.

Humans are so wonderful.
