Not an isolated case..
It's a cultural thing. We have become too lazy in the USA. The Japanese, Koreans and Chinese all expect their children to do the best they can and excel in education. They all see learning English as the only way to succeed in the global business world. (My wife's uncle was a son of US missionaries in China before the Communists kicked them all out in the late 40's).

This is not so surprising as the east Asian cultures now see technology as the new "English", desired to learn in order to succeed in the world.

A lot of people in this country have adopted a sense of "entitlement" and treat anyone who seeks to to further their knowledge as some kind of uncool geek to be avoided.
