You Assume too much my friend

You may be right but then again you may be wrong. Right or wrong, you have no right to castigate him, or his peers without some fact finding yourself.

I'v seen programs where Korean kids are exposed to programming and robotronics from an early age. Not taught; exposed. The difference being that the ones who can (or want to) develop are given the opportunity to do so. The last one I saw had them in groups with trays of parts.. then they were given challenges to build and program robotic tasks. Kids!

It's not impossible that the kid can write programs, scripts, if that is what his mind wants to do. Even if he didn't I'm sure many can and are.
