Moore's law has an economic limitation...
"Processor speeds double every 18 months until customers see no purpose in upgrading on a 36 month cycle."

True, there are specialized applications in which a single chip running at 4ghz is needed, but for most application 2ghz does quite nicely. We're now into the tail-wagging-dog phase, where consumers are waiting for some killer software feature they really want and demand will require 4ghz processors. Until then Moore's law will crawl along until either there is a killer feature in software for CRISP processors or some other technology advances to replace them whole cloth.
