There is a "natural" decrease in transistor size and other improvements in VLSI technologies that allow digital systems to operate at faster pace. This upping of the clock is within the range of this continuous improvement in VLSIs.

I don't think they can affort shortening the pipeline stages any more. P4 already has 21 stages... (innovation Intel style wink )
