Oh,,, you mean like the states in america...
Sovereignty hurts like a ****.... Why wouldnt they set it up like the US.. Federal and state law.. They would have Union and state law... Our states here still have to form laws in occurdance with our Constitution.. Just like the EU states have to do.....
