Actually, the emigration restriction will probably originate on earth.

Scientists are already concerned about unmanned spacecraft transporting alien (i.e., Earth) organisms to another planet. When explorers came back from the moon, there was initial quarantine for the astronauts (after landing in the ocean happy due to the possibility of bringing back latent pathogens.

It stands to reason that initial human missions to Mars will follow strict quarantine guidelines. The question will then be how much will they be relaxed, and when.
