I believe AMD's Fab 25 facility is located in Austin, TX where the company was founded. As the story states though, pretty much all of their chips now come from Dresden.

I think AMD would have liked to have built the new plant in another location in order to have greater fault tolerance against things such as natural disasters, terrorist attacks, etc. but as the story states the German government was offering a great deal of incentive in the way of loans and grants. That is a hard offer to pass up and AMD probably figured that those extra incentives were worth the minimal risk of having both plants located in such a geographically close proximity to each other.

P.S. Now if Germany were the Middle East, I think it would be totally different issue for AMD ;?)
