Smartcards have been around for a long time
I doubt that this has anything to do with Sun's Java Card technology, though it could. The alternative would be writing in ASN.1 or the like.

Conceptually, it is the same... smartcards are already in DSS systems for authentication of the recievers (client authentication) and light weight terminals that allow ones desktop to follow them (Hot Desk type setup's, aka. thin client).
